The 40% Infant Industry Protection IIP) levy on imported Ultra Heat Treated (UHT) milk is in the best interests of Namibian dairy producers, workers and consumers, as it is essential for the survival of the industry, said Hugh Froggatt, Managing Director of Namibia Dairies.
The IIP on imported UHT milk was extended to 2012 in March 2007. The initial levy of 40% is to be reduced to 0% by 2012.
“It is essential for the survival of a sustainable and independent Namibian dairy industry for protective measures to be taken against foreign producers ‘dumping milk products’ at less than the economic cost of production. We believe Government should actively support Namibian industries to ensure the economic success of the nation,” Froggatt said.
He said the proposed zero rating of Value Added Tax (VAT) on milk, sugar and medical services is a step in the right direction.
“A spate of cheap dairy imports” into Namibia last year undermined Namibia Dairies’ competitiveness and, if allowed to develop unchecked, this could eventually destroy the entire Namibian dairy industry, said Froggatt.
“These cheap dairy imports are in many cases of lower quality than Namibia Dairies’ products, which is of concern to both customers and consumers. All Namibia Dairies’ products are produced to [International Organisation for Standardisation] ISO 9001:2000 certified standards to ensure compliance with internationally recognised quality management systems,” he said.
According to Froggatt, this focus on quality ensures that Namibian consumers enjoy superior products that are healthy, affordable and manufactured according to world-class standards.
A combination of volume, market share and export led growth is helping Namibia Dairies to manage the impact of the financial crisis, he said.
“Combined with a close focus on managing our cost base we are in a strong position to continue this growth over the coming years,” said Froggatt.
