| Parliamentarians want new teachers paid on time |

The Parliamentary Standing Committee on Public Accounts wants the government to device a system whereby newly-recruited teachers will have their salaries paid on time.
Members of the committee this week told officials from the Ministry of
Education to come up with a payment system that would stop the current
delays in the remuneration of newly-appointed teachers. Teachers wait
up to two months before they receive their salaries.
This week, Permanent Secretary in the Ministry of Education Vitalis Ankama appeared before the committee to respond on the findings of an Auditor-General’s report for the financial year ended 31 March 2006. According to the Auditor-General’s report, the ministry exceeded its budget by N$394 million in 2006. Of that amount, N$347 million was used for salaries. Ankama said the education ministry is in the process of finding a better approach through decentralisation to solve the problem. Members of the committee suggested that, in future, salaries be indicated separately, instead of being included in the overall budget. In this year’s budget allocation, the government has given the ministry an additional N$220 million for the 2006/7 financial year and N$140 million for the 2007/8 financial year, it says is not enough to cover salaries. |
