A major part of the capital expenditure in the current
national budget will be used to improve infrastructure that enables industries
to flourish, said Saara Kuugongelwa-Amadhila, the Minister of Finance. “That expenditure will lead to
public procurement that is a major source of employment and of income for
Namibian companies,” she said.
Her ministry is aware of the bottlenecks in the tendering
process and payment delays by some ministries all of which increase financing
costs and limit company abilities to compete.
“We are addressing both those problems by streamlining the
tender preparation process and by addressing the reasons for late payment by
some ministries,” she said.
Kuugongelwa-Amadhila said the budget presented this week
provides the economic stimulus the country needs “without breaking the fiscal
rule that have served us so well”.
Among the many opportunities presented by the budget is the
assurance that the poor and marginalised share the benefits of the country' success
and are protected from external threats to their income, enhance the country’s
infrastructure - both physical assets and human capital on which future
prosperity depends.
“It creates an unprecedented
level of public tenders from which Namibian companies and workers can benefit
and critically shows a government that is open and transparent, is prepared to
be held accountable for the results of its decision and to take action where we
have fallen short of the tough targets we have set ourselves,” she said.
