The
Bertelsmann Foundation, which is based in the Federal Republic of Germany, has released
its Bertelsmann Transformation Index (BTI) Report for 2008. The report, which
is released on a biannual basis, is intended on providing a comprehensive view
of the status of democracy, governance and socially responsible market
economics, as well as the overall quality of political management, in non-OECD
countries.
The report's consolidated "Management Index" is
said to measure of political leadership and public management in building
democratic institutions and sound market economy.
In the Index there are 125 countries on all continents.
First position was taken by Chile, followed by Estonia.
Focus areas falling under the Index, which also appear as
sub-indices, are: steering capability, effective use of resources, criteria
management performance, consensus building, result management performance, and
international cooperation.
The Management Index's top ten
(with their scores) were Chile (7.52), Estonia (7.43), Botswana (7.33),
Mauritius (7.23), Slovakia (7.20), South Korea (7.09), Taiwan (7.04), Uruguay
(6.93), Croatia (6.87) and Latvia (6.85).
