The Ministry of Youth, National Service, Sport and Culture, through the Directorate of Youth Development will assist the National Youth Council (NYC) to ensure that its programmes are finalised and that its centres are operational.
John Mutorwa, the Minister of Youth, National Service, Sport and Culture said the directorate has to assist the NYC leadership and membership to finalise the NYC Bill; and need to ensure that the envisaged Multi-Purpose Youth Resource Centres, in all the thirteen regions of the country, are constructed, properly maintained (those in existence) and well functional.
It will also ensure that the Youth Skills and Agricultural Training Centres are productive and fully functional.
Mutorwa said 2007 must be the actual and real start, in practical terms, of the scrupulous, planned implementation of the National Youth Service (NYS) Act. Mutorwa stressed that serious attention must be given to the productive development of all agricultural land, which is already being allocated to the NYS.
He urged the directorate to ensure that a proper asset register of the NYS is finalised during the first quarter of 2007 and subsequently handed over to the NYS Chief Executive Officer.
Mutorwa placed emphasise on the fact that the recruitment of new NYS trainees and their subsequent training take place as early as possible during 2007, especially after the appointment of the NYS Chief Executive Officer, other NYS senior staff, as well as the required qualified trainers.
