Does Namibia recognise the Egyptian ‘government’?

Dear sir,
One of the reasons why Namibia has not recognised the Libyan interim government was because “...there was neither a Head of State nor Minister of Foreign Affairs to sign the credentials as required by the rules of procedures” according to Foreign Affairs Minister, Utoni Nujoma.
In other words, there is no democratically-elected government.
What is interesting is whether this applies to Egypt. There is no democratic government in Egypt as well after the protests that ousted former President, Hosni Mubarack, who is now facing prosecution. The Namibian ambassador to Egypt, Andrew Intamba, has not been re-called.
Why are there inconsistencies in foreign policy application in Namibia?
